So basically, would it be possible to get health insurance and then ask the health insurance to pay for your substance abuse treatment if you had the substance abuse problem before you signed up for the insurance?
Would you have to ask the individual insurance company before you actually applied for coverage?

The best way is to adress your closest health professional and practician and ask him about the eventual policies of such an issue. Here is my source:
Substance abuse is usually cause to decline a policy. If this person could get group coverage, which is guaranteed issue, there would probably be a 12 month preexisting condition exclusionary period before (s)he would be covered for this issue.
